Blue Badge bays and staff permits were being used by vehicles that were not entitled to them, and the trust had no reliable record of how full each car park was at any moment.
Baroxon installed ANPR on the entry and exit of both car parks with a permit whitelist and a Blue Badge register. Barrier release is automatic for registered plates and a ticket or payment reference is generated for everyone else, so both car parks are counted live.
Car park occupancy is now visible on a single dashboard and unpaid exits have fallen sharply. Parking enforcement no longer depends on a warden walking the site.
Test condition: 2,000 plate reads across four lanes over 14 days, 5 to 25 km/h, mixed daylight and night. Measured value: 99.2 % day accuracy and 98.4 % night accuracy. Benchmark: manual permit checks at peak typically miss one in four vehicles.
Hospital traffic is dominated by repeat visitors, so a whitelist does most of the work and reduces the number of manual exceptions the barrier has to handle.
